No screensaver tab

Corporate IT just installed my new Windows 2000 machine.
There is no screensaver tab in the control properties
display dialog box, but .scr files are loaded on my
computer. I have administrative privledges. You are
required to press control/alt/delete to log-on and after a
set time period the computer locks itself, requiring
previous to unlock. The only screensaver is the generic
Win 2000 logo that flashes randomly around the screen.

How can I restore full screensaver functionality, get the
tab where it should be in the display properties dialog
box, and change this lock/unlock behavior?
