Screen blanks out when clicking

Hi, I'm getting blinking screeen which blacks out for 3 seconds before
returning when I click on mouse, sometimes PC will restart itself if
screen does not re-appear, this happens most often at start-up. Can
someone identify any problem in my PC?
 
What happens in Safe Mode?

Disable Automatic Restart.

press win key+ pause/break keys to launch System Properties.
Advanced - [Startup and Recovery]Settings

Remove the checkmark from "Automatically Restart" in the System Failure
section.

You are probably still receiving the error, the only difference is your PC
isn't restarting when the error is received. You still need to open the
'Event Viewer' to diagnose the error.

* Start > Programs > Accessories > click Event Viewer
