screen availability of icons

can someone please tell me something.my on screen icons
do not initally respond when i click,double click, or
triple click. the message displays telling what the icon
does,and then im just sitting and nothing is happening.
also could someone patronize me and tell me how to cut
and paste. i do not know how.thank you coppernaught

First issue, I don't know! I am a novice too!

Second:
1. to Copy: drag over with mouse to make a selection click
and press CTRL and C keys.
2. to paste this selection position cursor where you want
to paste type CTRL and V keys
3. to cut this selection press delete key
