Scheduling a resource for the same time slot by 2 different users

We seem to be running into this issue.. We run exchange 2007.. clients are
either 2003 or 2007.. in both cases i think it was either both 2003 or 2007
on one and 2003 on the other.. cached exchange mode on etc..

A user swears they had the resource in the resource area of the scheduling
assistant, but despite this, was able to schedule a meeting at the same time
as another user already had scheduled.

I have tested this with 2 dummy users and in each test they got a warning
box saying the room was in use, to try a different time slot etc (i forget
the exact conflict box that pops up)..

Is this even possible.. if so, what could be allowing our users to do this
and what could be done to correct it?

Thanks in advance

How is this resource configured? Its own mailbox? Public Folder Calendar?

How is the accept/decline (decline conflicting meetings - decline
recurring meetings, etc.) set up on the resource mailbox?
