Scheduling a Meeting - Setting up Conf Room as a "Resource"

How can we set up conference rooms in Outlook (Public
Folder?)so that when you are sending a meeting notice,
you can book a conference room as a resource? Also, how
can we keep from over-booking the rooms? I used this
process in a previous job where we had brilliant IT
support and were able to do this.
