Scanner shows in use

Since a thunderstorm shutdown, my Epson 2400 Perfection scanner will not
work. It shows message that the device is in use by another program but I
have no other program that uses the scanner. I have deleted the scanner;
uninstalled the software and reloaded bot get the same result. For some
reason Windows thinks the scanner is in use.

Any suggestions?

Bob, try removing all the Scanner Software again and disconnect it.
Uninstall the Scanner from Device Manager if there.
Remove all the USB Controllers if using a USB Connector.
Go to Start>Run type: regedit click Ok
Navigate to HKey_Current_User\Software\Epson Folder delete do the
same for HKey_Local_Machine\Software.
Then reinstall the software and Scanner.
