ScanDisk runs at every startup

New Windows XP computer with SATA HD, now runs scandisk
at nearly every startup, reportedly because one of the
logical needs to be "checked for consistency". Not always
same logical drive. Always results in "no problems
found". How do I fix this?

There is no Scandisk in XP. Perhaps Chkdsk is what you see.
