SBS 2003: OWA change password field

i was able to add the "change password" option in OWA under the option tab.
However when i click on the button to change the password i get this error
"HTTP Error 403.6 - Forbidden: IP address of the client has been rejected.
Internet Information Services (IIS)" basically a You are not authorized to
view this page error. Does anyone have any thoughts or ideas around this?

There is probably an IP address restriction set in IIS on the website that is
hosting OWA (Default Website?).

is slightly different in IIS 7 (for Server 2008).
