says unable to connect....

I have windows vista home premium edition... just bought my computer in
august of '07. I use both Bellsouth/AT&T DSL ISP, and my university network.
As you can tell I AM currently connected to the internet. But ever since I
bought the computer it won't do certain things and it tells me I'm not
connected. For instance...when getting set up for the school network they had
to manually set me up because my computer wouldn't download their necessary
files because it said I wasn't able to connect (but i was connected). Some
examples of programs that I have been able to actually get downloaded but
that wont open because it says im not connected are: mozilla/firefox, google
earth, weather bug, yahoo messenger.... just to name a few....OTHER programs
I can't even get to download because it says I'm not connected such as: AIM,
anything to do with adobe, and many others. Since august I have just kind of
worked around this issue...but it's getting in the way of my school work now
and it needs to be fixed.

I don't know if this will help you, but it worked for me. If you have a
Ethernet connection, the speed setting may be causing the problem.
Open Device Manager/network card/Properties, Speed tab, set to 10 Mbps full
duplex, instead of 100Mbps (or automatic mode.) For some reason, running
like this for a while made my system find the connection,
