Every time I reinstall Outlook I have to re-input all of my Signatures,
Stationary and Special Customised Menus that I have prepared - is there any
way of saving all of these - so that I can simply back them up and quickly
restore them.

I need to rebuild my complete system periodically as I also use it for
development and it becomes very clogged up.

Any ideas will be appreciated - as I understood that there is a Save
Settings Option in other 2003 Office Products.

Yes, you can use the Save My Settings Wizard for this which is in the Start
Menu.
Another way to go is saving your Documents and Setting\%username% folder and
then restore it but this will also include registry keys (for that
useraccount only) for software that was installed on the old machine.
