I have been saving documents in 2003 format. I have checked for
compatibility and found no errors. When I send these documents via an online
server, I get spacing errors. For example a page that fit perfectly in
2007, will then have one line on the following page. Sometimes I get a blank
page and sometimes the justification doesn't work on a short line. If anyone
has any wisdom, I would appreciate it.

Word formats the layout of a document depending on the default
printer. So if you view the same document on 2 different machines,
their layout might be completely different. There could be extra word
wraps, lines transferring to the next page and so on. I'm guessing
that is what you are experiencing here. To have the exact same layout
on all machines, you have to have the same default printer. Virtual
printers, PDF/XPS/..., are often useful to get this result.
