Saved Images from Internet

Every time I try to print a black and white picture, i.e. maps, graphs, they come out fuzzy. I tried to simply scale them down to smaller pictures but they are still fuzzy. How do I fix this so that they are clear and readable?

Images from the Internet are for the most part low resolution.
