Circular image formatting

I am trying to insert round images (specifically button images) into Word
2003. Whenever I insert the images into Word they look fine, but when I .PDF
the document the images have very jagged/fuzzy borders - not smooth borders.
What is the best format to save the images as so that they look appropriate
in Word and .PDF formats?

if the images look fine in Word and when you print from it, but not in
the PDF (both on-screen and in print), then the process used to create
the PDF downsamples images too much.
