Hi Mark,
Direct support for HTML started in Excel 97, each version has made
improvements if you are trying to get your HTML to look like your Excel.
You might try converting the file with Save As on someone else's
system to see if it is worth it for you to upgrade. I certainly would not run
out to get Excel 2003 unless you need XLM support .
But what you ask almost sounds like you want to work with the HTML
and the output from Office Applications is close to undecipherable.
Well maybe not such much undecipherable as being VERY hard to
make manual changes to.
If the format is how you want it to look in Excel you might try one of
the free converters to PDF -- it won't be HTML but it might meet
your requirements for presentation.

probably more work than you want to do if you are including
charts, text boxes and other shapes. My intent is seldom to
make the HTML look like Excel.
