Sata standby mode no working? HELP PLEASE

I am new to this Sata stuff so I need some help. I installed a new
Western Digital 160 GB sata 3.0g HD. When I try to put it in standby
mode it shut's down everything inside, but my fans on the outside of
my case still run. Is there some kind of setting to fix this or can
I not use the standby feature? Thanks in advance for any info!!!
