SATA drive Error 10

Have a new SATA drive installed on my pc, mboard is abit av8 with via
chipsets, look up the drive in device manager, properties say's device
not started, error code 10. I have downloaded and installed the latest
drivers for my board but still no good. When the hardrive is hooked up
the via sata raid controller has a yellow exclamation mark on it,
disconnect the drive and the exclamation mark is not present.

The drive is a Maxtor 160 gig, model number 6V160E0. I have downloaded
the Maxtor utilities set from their sight, when I run them both from
within windows and off a boot cd report no hardrive found. Went through
the bios and have the sata chipset enabled.

Check your mobo manual for the specific sata/raid setup instructions. - they
differ -
This can involve bios settings, running a repair installation of win to
install raid drivers from floppy.
Ensure also that the version of sata on the mobo is the same as the hd
(sata1 or sata2)
If you have a sata1 mobo with a sata2 hd, there is usually a jumper on the
hd to force sata1

hd is set for sata1, pulled the jumpers to setup as a sata2, same
thing.

All bios settings have been reviewed and are set per the owners manual.

Downloaded and installed latest drivers from Via instead of from the
mobo manufacture, install ran correctly, same thing as before.

In addition I have run Maxtor utilities to configure the hd it reports
no sata drive found, this is outside of the os as it runs from a boot
cd.

will installing drivers outside of windows correct the problem if the
hd won't show independent from the os? To me this means the bios is not
even finding the hd?

Could this be a bad hd?

If the bios doesnt detect the hd, and you are *certain* it is connected
correctly, other than trying a new sata cable it tends to indicate DOA
