Safe Senders still appear in OL2003 junk folder?

I have people who are I have designated as safe senders (both their email
address and their domain are marked as safe) yet some messages from them
still go to my junk mail folder. this happens at least once a day. How can I
stop this from happening? My junk mail sensitivity is Low and I've verified
these people are spelled correctly on safe senders list.

That eliminates a server side filter dropping them in the folder.

Did you try disabling it and turning it back on?
Did you try it on high and see if it works better?
