E-mail sent wrongly to Junk Mail Folder

Emails from a specific sender are being sent to the junk mail folder even
though there is a rule in my Outlook 2003 configuring them to go into a
specific subfolder of my Inbox.

Once they are (wronly) in the junk mail folder, I have right-clicked on the
emails and chosen both "Add to Safe Senders List" and "Add Sender's Domain to
Safe Senders List," to no avail. They keep going to the junk mail folder.

How can I solve this?

Yes, it was multiposted involuntarily because every time I tried to post the
question I got an error message saying that the system was having a problem
and my question could not be posted. So not my fault.

So, is there an explanation for this junk email folder malfunction?

Rules run after the Junk E-mail filter so rules cannot affect the
disposition of messages Outlook considers junk. However, addresses or
domains in the Safe Senders list should supercede the Junk E-mail filter, so
it's unclear what's causing the Junk E-mail filter to ignore your safe
senders. Does the behavior still happen when you start Outlook in safe
mode? What type of account are you using?
