Outlook 2007 Safe Senders Problem

I regularly receive email from a particular sender, whose email
regularly gets sent to the Junk folder by Outlook. I have added the
senders email address (yes, I have checked the spelling several times)
to the Safe Senders list. I have marked each message as "Not Junk."
Yet, the messages continue to be sent to the Junk folder. The Junk
filter seems to be working for all other messages, but it will not
allow this particular sender to be treated as a "Safe Sender." What
am I doing wrong?

Verified that the address isn't in the Blocked list as well?
Note that pressing the Not Junk button doesn't do anything in terms of
trying the filter; Outlook's filter is not trainable.

Thanks for trying, but I have zero, yes not one, addresses in my "Blocked
Senders" list.
