Junk Safe Senders doesn't work

My junk email protection level is set to Low.

I have some senders that are move to the junk folder, in spite I added them
to the safe sender list.

Has the filter rule by sender list a lower priority than other junk criteria
?

How can I overwrite any other rule, just taken into consideration my safe
sender list with the highest priority ?

BTW, it would be nice to know the reason that an email is moved to the junk
folder. A column with a specific note would be enough.

I understand the relative priorities to be as follows:

1. Blocked Senders list
2. Safe Senders list
3. Internal junk e-mail filter
4. Custom message rules.

If anyone has evidence to the contrary, let me know.

Microsoft will not reveal any aspect of its junk e-mail filter, for fear of
tipping off the spammers on ways to get around that filter.

Hi Gary,

Thank you for the priority list. Unfortunatelly it seems that my email
doesn't respect it.

As I said before, I get emails that are sent from an address which is
specified in Safe Senders list, it is not in Blocked Senders list, but those
emails are moved in the junk folder.

Please tell me how can I identify and fix the problem ?

As far as I know, the only way that could happen is when you are
running some sort of 'Internet Security" software which includes an
anti-spam module. Go through all your security software and make
sure any interaction with email is disabled.
