How to turn of junk email filtering

Hi,

As the junk email filter in Windows mail is totally unreliable, I tried
everything I could to turn it off. So in Tools - Junk Email options (might be
called something else, I have a Dutch version) the filter is off, the blocked
sender list is empty, the phishing option is off. Still, some messages are
moved to the junk email folder.

Any suggestions are very welcome.

Btw, afaik I am not running any other firewall, email scanner or virus
checker. This is a fresh Vista install.
