I don't know why but some how i'm in safe mode I can use all the featurs that
arn't usable in safe mode but when i tried to remove a program i got this
message The windows installer serivce could not be accessed. This can occur
if your running windows in safe mode, or if the windows installer is now
correctly installed.

Can you reboot into normal (Windows) mode?

I have sp3 I deleted all other sp's and I'm in normal mode but my computer
thinks i'm in safe mode thats why I can't get rid of programs.

Select Start, Run, type msconfig and hit ENTER. Check the box before
Normal Start Up and click on Apply and OK. Restart the computer.

Any difference?

no it still says the same thing, I wish I had a copy of windows xp pro I'd
just dump the whole system and start over.

Please post copies of all Error and Warning Reports appearing in the
System and Application logs in Event Viewer relating to the last boot in
normal mode . No Information Reports or Duplicates please. Indicate
which also appear in a previous boot.

You can access Event Viewer by selecting Start, Control Panel,
Administrative Tools, and Event Viewer. When researching the meaning
of the error, information regarding Event ID, Source and Description
are important.

A tip for posting copies of Error Reports! Run Event Viewer and double
click on the error you want to copy. In the window, which appears is a
button resembling two pages. Click the button and close Event
Viewer.Now start your message (email) and do a paste into the body of
the message. Make sure this is the first paste after exiting from
Event Viewer.

This can indicate a hardware probplem like a Hard Drive Going bad, a Faulty
RAM or a DVD or a power supply for that matter?
First Try to Restore the machine to a date earlier when things were working
okay and see if that will help!
If that didn't help then your options is as follow:
1- Test Hard drive by manufacturer diagnostic tools
2- Test RAM Sticks and try to blow the dust out inside the Case
3- Unplug any extra Devices and start the mmachine only with Mouse, monitor
and Keyboard.
How old is the machine?

I don't think you're in Safe Mode, though the machine may act like it. (If
you're posting to this newsgroup using the machine, you're not in SafeMode.)

Did this behavior start immediately after you installed WinXP SP3?

What anti-virus application or security suite is installed? What
anti-spyware applications (other than Defender)? What third-party firewall
(if any)? Were any of these applications running in the background when you
installed WinXP SP3?

How did you delete "all other sp's"?

You need to be more specific! What exactly do you mean by "I deleted sp
1 and sp 2"? Do you mean you *removed* them via Add or Remove Programs?

You earlier stated you had deleted SP3. Did SP3 ever work properly?

Try this:

Start | Run | winver

That is, in the "Open" box, enter "winver" (without the quotes) and
press OK. On the line that says Version 5.1, what else does it say on
that line?

Does your PC have a hidden recovery partition on the hard drive? What is
the make and model of your PC?

If you didn't remove the Service Packs, then please tell us exactly what
you did.

It's important you answer all the questions, too!

Because your problem's being caused by the second possibility in that error:
There may be an issue with Windows Installer.

Since you cannot execute the usual resolution (i.e., downloading/installing
the latest version of Windows Installer), I suspect you have a hijackware
issue.
