safe mode, create administrator password, then Freezes!

I'm cross posting, received no help in xp help and support. I want to create
an administrator password, however each time I enter safe mode,
administrator, user accts, create password, then click--stop error,
everything freezes. The only way out is to cut power and reboot. This problem
occurs even on a clean install, before any programs or service packs are
installed, i.e. a "virgin" system. Otherwise, my Dell dimension 2400 running
xp-home, runs fine. I tried Dell support, and another community member who
suggested, "try flashing the bios-that may be the problem". I flashed the
bios, which BTW was the same bios that was originally installed. This
"solution" did not help. I still must lock my computer in the floor safe
because I have no system security without a passworded administrator account.
Anyone else have some suggestions?

What is in the Event Log?
It should have the exact error there.
Looks like we need that.

And on a clean install, you should have been able to specify the
administrator password during setup..
