Safe Mode/ boot from CD Problem/s

Whenever I try to boot into safe mode, it gives me some lines of filenames
and then stops, and won't go into safe mode.

And when I try to do a repair install using my Windows CD, I can't boot from
the CD!
I select that option, but instead, it just boots regularily anyway.

I use Windows XP Professional
I use a Toshiba Tecra M2 laptop

Any advice, suggestions, or even opinions could help! Thanks!

You need to enter the BIOS and set the CD as the first one in the boot
options.
