safe mode asks for password

I have a problem with my home XP PRO machine. It has three accounts set
up on it. 1) admin 2)me 3)daughter. All three accounts have admin
privileges. I set no password on 1 or 2. daughter set password on hers
only. boots ok normally. Go to safe mode and try to boot and it
ask for password on admin or my account even though i did not set one
and it boots normally without a password. I found a password tool on
line and it scanned the systems and found no passwords for account 1 or
two, but did find my daughters.

So, why does safe mode ask for a password and not let me in?
Blank password does not seem to work. Is this some kind of bizzare
registry key that causes this? how do i fix it?

Normal? I hit enter with no password and safe mode won't start.

There are some recent malware programs that will prevent going into Safe
Mode and ask for passwords where none previously existed. What is the
malware/virus status of the machine? If you think it is clean, what
programs (and versions) did you use to determine this?

Be sure the computer is clean:
