S4bar.dll error

I have been trying to open IE explorer however I keep
getting an error message about S4bar.dll. Also the error
pops up sometimes when I try to open the control panel
and/or My computer. I have Road runner and I have been
using Netscape but would like to change. Any suggestions?

then you could also try spybot from safer-networking.org
update and scan on easy
or try ad-aware from lavasoftusa.com update and scan.
and in ie tools,option,advanced,uncheck both'enable
install on demand',apply.
or try mozilla.org 'firefox' browser. less problems of
hijacking like ie gets.
