Any recommendations for a program to encode and burn AVI and/or MPEG
files to a VCD?

I am new to this so I am no expert but I have been using the last
freeware version of VSO DivxToDVD to make mini DVD's. My DVD player
will not play VCD's of any kind. However, I have not trouble playing
mini DVD's ( A DVD format on a CD.)

At this time I use super to convert to a format that Divx to DVD will
handle if needed. I an not real happy with super but it is really easy
to use.

For VCD 2.0 Movies - use TMPGEnc to create MPEG1, then VCDEasy 1.1.5.2
makes a BIN file, then NERO makes the CDR (choose image file .CUE)

For SVCD 1.0, you could try check www.fireburner.com, I couldn't
figure out how to add my own soundtrack.

VCDeasy does bin burning and SVCD authoring too.
