1) Runtime file.
If you are missing runtime file your system you need re-install access. To
provide runtime for your clients you need developper's edition. Otherwise,
ensure your clients already have runtime file

2) When configuring workgroup.
"Security" from Toolmenu have what you need.

I believe you will see two sections:
1) User and Groups account
2) User and Groups Permission

You will creating new user/accoun with password to section 1
After that you can then grant permission to user and groups in section 2
The process involves "who have read, editing powers.
You can also select which files.

I that helps

1.Where I can find for downloading an Access 2002XP Runtime.

You have to purchase the developer's edition of Access. It is not available
for download.
2.When installing it on a station, how can I configure it for a specific
workgroup (to use the security settings from a specific .mdw file for the
users)

Use a shortcut that points to the specific workgroup following this general
syntax:

"FullPathToMSAccess.exe" "FullPathToDatabase.mdb" /wrkgrp
"FullPathToSecure.mdw"
