Whenever Internet Explorer is open in another users account, I recieve a
runtime error on my account when I try to open Explorer. Can anyone help me
with this problem?

What the Run time error exactly, is it Instructions at 0X00000c1 memory
could be read or written or what the exact Error message try to capture it
and post it back in your next post.
Also run a Scan for malwares on that machine.
More info about the machine OS version, IE version, Applications installed,
the environment you are operating in, Home office, workgroup..etc....
