running only 1 program on startup

I am building an arcade game, and it would be best for it to start up with
most of the resources from the PC inside. is there a way (other than just
putting a shortcut to the application it in the startup folder) to allow only
one application to open up without the simultaneous use of all of Windows'
resources?

I never need to see the desktop, if I have a problem, I want to be able to
just restart it

Putting the application in startup folder doesn't mean it will use more
wisely the system resources. You can check the system resource usage from
task manager and eventually remove some programs that you don't need (to free
up resources) by doing a selective startup - be careful though what you
disable.
