Running Defrag as a Domain user

I'm trying to run defrag as a domain user so I can allow
certain users to run defrag when they are noticing large
amounts of disk hashing. I'm running a windows NT 4.0
Server SP6a with a windows 2000 client. I can't find any
local policy using gpedit.msc to allow the user access to
run defrag. I've also tried using:
runas /user:[email protected] "mmc dfrg.msc"
the only way this works is if i make the user a local
admin which is what i'm trying to avoid.
when run as a user i get: RUNAS ERROR: unable to run -
dfrg.msc 193:
is there another way to do this I've also tried contig
from SysInternals but that won't work as a user either?

Alex,

The built-in defragmenter requires Admin access in order to run. No way
around it.
