Runndll32.exe problem

I installed new boot drive. I used Western Digital software to clone to the
new drive. No if I try to open anything in System Properties I get "Run DLL
as App has encountered a problem"error. I don't believe I have a system
restore. How can I correct this? Please help.
 
I had this problem just after install SP2 I have look everywhere to get a
fix. I hope they find out what is the cause. Sorry couldn't help but if I
find a fix I will be sure to pass it on.
