When I shut down a window comes up the rundll32.exe will
not respond. Dell demension 4600 windows xp

you have a program that is not responding to the shut down procedure.

OR this is added to the system as a result of the LOXOSCAM virus that is a
backdoor Trojan that allows a hacker to gain access to the computer. The
application is written in the Delphi programming language.
