Run time error

Today, for some reason, I am being bombarded by popups even though I
have two popup killers working. And in between popups, I get a small
window "Run time error: Do you want to debug?" What does that mean?

go into control panel, services, and disable windows
messaging service, this may help w/ some of the pop-ups.
It is not related to MSN Messenger.
