The program may not be installed correctly, or be for an earlier version of
windows. It may require a different version of as an example runtime "C" or
visual basic than is present on your system.
I'd suggest you contact the source of the program or do a web search on the
program name.
It's also possible that the microsoft knowledge base may have something.
