Run button is missing

I am working on a laptop with missing "Run" option when
you click Start, this happens when I login. However, when
I login as a different user I was able to see the Run
option. How do I enable Run in Windows 2000 Professional?
 
I got the issue resolved.

1. Restarted the laptop
2. Run "Safe Mode with command promp"
3. Launch gpedit.msc and disabled "Remove Run menu from
Start Menu" in the "Administrative Templates" of the "User
Configuration".
