How do I make Outlook 2002 run at startup on my Windows XP?

Copy the shortcut to outlook.exe to your program menu's startup folder.
 
I'm sorry. I guess I should have said "for a dumb person"..lol! Where is
the startup folder and how do I put a shortcut to Outlook there?

your startup folder is in your start menu,

Start > programs > startup > .. you can drag and drop it onto the menu
