Run as (user) and no admin rights problem

Recently my computer started popping up the Run As dialog box whenever
I click a shortcut to open a program and it gives me the box asking if
I want to run it under current user (Administrator) or another user.
I am logged on to the Administrator account while doing this btw.
Secondary logon service is disable, and I can only figure out one
reason it is doing this. The User privilege service is set to
automatically start, yet it will never actually starts, instead it
gets stuck on "starting." It seems because of this, some programs such
as virus scan cannot start.

It looks as if the file is netevent.dll from the event log. Is this a
dll I could safely just download from a dll site?

The only thing I have found was about a backgroung
inteligent updater...udate. I have installed all of the
updates for Windows XP as of 2 weeks ago. I cannot
install anything now though because the system does not
think I have administrative rights.
