Admin Rights Lost!

Right now I am running Windows XP Professional and my admin account
(Chadz) or the actual Administrators account in safe mode have both
lost their privledges to add hardware. I'm just reinstalling a TV tuner
card because it has switched computers and at the end of installation
it tells me access is denied.. I tried doing an OS "upgrade" by
reinserting the Professional disk back in the drive as well as booting
it to do a repair.. I have not messed with the privledges portion of
the users/groups and I'm still very confused as to what might be the
problem. Hopefully you have some ideas that could help me figure this
out! My accounts are as follows:

Like I said, even in safe mode on the Admin account it would still tell
me that "access is denied" when it would finish installation.
