Run as stopped working after SP3 install

Hi

After have installed SP3 for Windows XP the Run As command from the shell
context menu stpped working. The sysinternal tool, ShellRunas, doesnt work
either, It ends with the same error message.

The error message prompted is "This function doesnt work on this system" .

Does anyone now anything about this issue?
Is It SP3 related or Is it just a circumstance that It occured in connection
with the appliance of SP3?
