I've set up rule for a workstation here in Outlook 2000 and 2003 with the
same rule across the board that if a email address arrives with a particular
name to permanently delete it and forward it to another user. The Outlook
2003 works but the 2000 does not. I deleted the rule and recreated with the
same result. Any ideas would be appreciated

I assume that if it is set to delete, then it can't forward it. Try moving
it to the junk mail folder and then forwarding it (though why you would want
to do that is beyond me.

My boss does not want this particular email from this person to show up in
anybody's inbox and wants the message forwarded to him. He does not want any
record of it being in there. It worked for the Outlook 2003.

Simple as this sounds - forward the mail first - then delete it.
I'd do it by setting up two different rules - they run from top down
in the list thing.
Not sure if it'll work or not, but it is probably worth trying.
