Rules Wizard question

I was having trouble with the Rules Wizard. So yesterday I spent a good while
reading questions about it here in this group. It seems that it's a pain for 2k
& 2k3 users.

In a conversation earlier today with a co-worker, we touched on Outlook, and the
problems each of us were having...or had. He seems to think, based on his
experience, that a rule should be created IN THE FOLDER where it is to run. In
other words, if you want to play with all your emails when they get to the
InBox, then you must create your rule only when in the InBox. If you create it
when you're in say, the "WinXPNews" folder, it won't work. Or work "correctly".
In all the reading I did yesterday in this group, I don't *recall* reading
anything about something such as this. So...

I put it to you, ladies and gentlemen... Is this true? Even though the Rules
Wizard doesn't make any mention of what folder in which it is to work it's
magic?

I *do* remember reading about people being told to add the "stop processing"
more rules, which quite frankly, I can't say that I understand. I

Note: I've used Eudora Pro for 10+ years at home. I *know* how it works.
Outlook I'm just learning, here at the office. So not only do I have something
"new" to learn, but also something to "unlearn". Or at least "set aside", while
I try to understand what Outlook is trying to tell me, and learn how it works.
(And no...I'm *NOT* giving up Eudora at home, either. :) )

If anyone believes they know the answer to the "You have to create the rule in
the folder you want it to run in." issue, I'd sure like to hear it.

rules only run on the inbox (technically, they only run before mail is
placed in the inbox)... you can't create ones to run on a folder, although
you can run rules 'offline' on any folder at any time.

Maybe he's thinking of views - they can be folder specific but they only
hide or show mail, not move it around.
