Rules wizard missing

I just installed Office XP and its SP3. When I open
Outlook there is no rules wizard.

Any idea how I can get it back?
 
Figured it out, so I thought I better post it in case it
happens to someone else.

I was still setting things up and had not added an e-mail
account. As soon as I did, the wizard appeared.

Hopefully you've found your solution by now. I was wondering what th
answer might be since I have the same issue. If you were able to ge
the "rules wizard" back up please let me know how.
