rules wizard missing after installation of outlook XP

I can't find the Rules Wizard after installing Outlook XP. I have uninstalled
and reinstalled many times with the same result.
 
Hi,
you have to click on a message to use the rule wizard. And first create a
profile!
 
I have the same exact problem! I'm even noticing the problem on another
computer I use at work with Outlook 2002. I read the reply to your posting by
AndreasRoeder
(e-mail address removed), but it did not help me any. Did it help you? Was
there another solution?
