No rules in menus after installation 2003 after a 2007 tryout

After running Office in a tryout period I uninstalled 2007 and then
reinstalled my office 2003 and ran the updates. Outlook 2003 doesn't show
Rules in any of the menus so I cannot create or edit any rules. However the
old rules from 2007 still work. Any suggestions to what one can do?

I tried several switches and none seem to help.

What happens when starting Outlook is that the send/receive button is
visible for about one second and then disappears. By quickly pressing
"Functions" I could access the Rules menu but if I moved away with the mouse
the Rules and the "send/receive" button again disappear.

I've done a repair of the installation but that hasn't helped. Now I'm
wondering whether to remove all the office and reinstall again would help.

Try deleting the *.SRS file - but since this was version change, you really
should make a new profile.
