rules sometimes applied??

i have rules set up on several computers, and they all seem to sporadically
picks emails to apply the rules to.. even when they should be applying the
rules to all the emails going in.. any ideas on ensuring the rules getting
applied to all incoming emails? (i have it set to apply the rule to all
incoming, but it doesnt actually do this.. its really bugging me.)

Do the rules contain the "stop processing more rules" action?
