Rules not working in Outlook 2003

I am running Windows XP SP2 with Outlook 2003 and I have one very
simple rule that sends a message to a co-worker when I receive it. It
no longer works now that I use 2003. I have rebuilt the rule many
times since the upgrade to no avail. I am running Outlook in cached
mode and I am on a LAN with an Exchange server 90% of the time. The
rule never works...it used to...help would be appreciated greatly...

The rule is fairly short and sweet:

Check when arrive, with (name) in Sender, forward to (new address)

That's it...
