Rules not running automatically

Hi.
I am trying to create a rule to forward work emails to a home email address.
I know that the rule works because when I select 'run rule now' on the
folder, messages will go in sent items.
However, the rule does not seem to run automatically when new messages
arrive. I have to go into rules and select 'run now'.
BTW: We are running Outlook 2003 and Exchange 2003 on the server.
Also if anyone knows, can I configure the exchange to forward the emails
instead of creating a rule in Outlook?

Automatic forwarding to the Internet is disabled by (secure) default on the
Exchange server.
