Rules moving files...but why?

I have a few rules, to move emails to my spam folder. An email went to my
spam folder that was not spam (surprise surprise). I moved the email back
and changed the status to "unread". I ran my rules and isolated it to the
rule that contains a list of junk emails. This list gets bigger when I use
the option: Right mouse Click | Junk Email | Add to Junk email list.

The incoming email is not even close to anything in this list. Therefore,
why does this rule move the email to that folder. This happens many times.
I hate rules!

What version of Outlook? I don't have that option on the context memu in
Outlook 2003.

At the moment, I don't have access to an OL 2002 machine to pursure this.
I'll try to check it out this evening at home.
