Rules - Error message - One or more rules could not be uploaded to Exchange

The following message;

"One or more rules could not be uploaded to Exchange
server and have been deactivated. This could be because
some of the parameters are not supported or there is
insufficient space to store all of your rules."

This error message is apearing when a user is setting up
their rules, we many users and only 1 with the error.

Has anybody seen this before.
